Well not really mad; in fact Company relocation during a recession is probably a good time to move because right now there are thousands of locations across the length and breadth of Europe offering grants, incentives, local tax breaks and other goodies to tempt you to move your business to their local area. As the local business base shrinks during recession and natural wastage of weaker businesses happens in the form of closures, strong businesses and those ripe for expansion invariably find recessions a good time to move.
It stands to reason that if your business is doing okay now it is going to fare a lot better in good times, so what better time to move and take advantage of all the local goodies on offer. Of course inward investment is a two way street; your contribution is the local jobs which the business will create and the extra local payments into the economy such as phone, electric and other utilities charges and interaction with other local businesses for raw materials and local services.
